Governance & Accountability

The Agency for the Prevention of Child Exploitation (APCE) is an international non-profit organization regeistered in Estonia, operating primarily in Cambodia and the wider Southeast Asia region.

The APCE is independently managed and operates in accordance with its mandate to support the investigation and prevention of child exploitation. Strategic and operational decisions are taken by The APCE’s leadership, with due consideration for safeguarding, legal obligations, and partner coordination.

The APCE works in collaboration with NGOs, embassies, and law enforcement agencies, while maintaining operational independence in its investigative activities.

Financial Transparency

The APCE is funded through private support and operates on a not-for-profit basis.

All funds are held and managed through official organizational banking channels under The APCE’s registered entity. Contributions are used exclusively to support:

  • Investigative operations

  • Operational costs and equipment

  • Training for NGOs and frontline professionals

The APCE began operations through self-funded activities by its founders. The organization now operates through its registered structure, and financial transparency measures will continue to be strengthened as operations expand.

Safeguarding & Ethics

The APCE operates under strict safeguarding and ethical standards.

  • Child Safety First – The welfare and protection of children is the primary consideration in all operations.

  • Confidentiality – Information relating to victims, informants, and investigations is handled with strict confidentiality.

  • Integrity – Investigations are conducted professionally, impartially, and in coordination with relevant partners.

  • Data Protection – Information is managed responsibly and shared only when necessary to support safeguarding or lawful action.

The APCE prioritizes responsible action over exposure, ensuring that operational decisions do not place children or vulnerable individuals at further risk.

Operational Boundaries & Limitations

Due to the sensitive nature of investigative work, The APCE does not publish:

  • Sensitive details of active or past investigations

  • Identifying information relating to victims or informants

  • Operational methods or surveillance techniques

  • Information that could compromise ongoing cases or partner organizations

This approach ensures the integrity of investigations and the safety of all individuals involved.
