About The Agency
Mission & Vision
The Agency for the Prevention of Child Exploitation (APCE) exists to fill a critical gap in child protection. Across Southeast Asia, there are many NGOs dedicated to victim support, policy advocacy, and legal aid. These roles are vital — but few organizations take on the investigative work that makes arrests and prosecutions possible.
APCE is different. Built on established relationships with police liaison offices at multiple embassies and with the Cambodian National Police, we provide the investigative capacity that others cannot. Our vision is a region where no child abuser escapes justice due to a lack of evidence.
Our Approach
We work with precision, following a clear process refined over years of field operations:
1. Report Received – A suspected offence, offender, or vulnerable child is reported to us. Reports may come from embassy police liaison offices, NGO partners, or members of the public.
2. Preliminary Investigation – We triage the report, gathering initial facts to assess credibility and urgency.
3. Full Investigation – Where warranted, we deploy surveillance, interviews, and undercover work to build a case.
4. Collaboration – At the appropriate stage, we involve law enforcement, embassy liaison officers, and NGO partners to ensure cases are handled effectively and responsibly.
5. Case Delivery – Our final reports contain all evidence needed for arrest and prosecution.
This method has been tested and improved continuously since 2016. It works — ensuring that investigations are thorough, coordinated, and actionable.

APCE works with a network of trusted partners, including NGOs, embassies, and law enforcement agencies. While the Agency itself was established in 2025, our team has been conducting these exact operations and building these partnerships in Cambodia since 2016.
